It is a requirement of the Freedom of Information Act [Model Publication Scheme 2008] that agendas and minutes for all public meetings be displayed on notice boards and websites three clear working days before the meeting.
The local government heirarchy is tiered as follows:
Full Council [open to the public]
Committee [open to the public]
Sub-Committee [not open to the public]
Working Party [not open to the public]
Whereas a Sub-Committee comprises council members, a working party can also include representatives of external organisations.
Only a meeting of the full council can make decisions. Working Parties and Sub-Committes submit reports to the appropriate Committee who make recommendations to full council.
